Symptoms

Email Collaboration Approval Email not sent for Requisition Approval

The issue can be reproduced at will with the following steps:
    1. Setup eMail Collaboration for Requisition Approval Workflow
    2. Create Requisition
    3. Add items
    4. Submit for approval

Issue : The approver did not receive the approval email notification
