E-PTF: Record PTF Test In Chrome And Browser Does Not Launch (Doc ID 2881718.1)

Symptoms

When trying to create a new PTF script the browser doesn't launch after clicking on home button. Task manager shows the Chrome process but can't switch to it.

The issue can be reproduced at will with the following steps:
1. Open 8.59.07 PTF and create a new PTF script
2. Click the home button
3. Notice chrome browser is not launched
