Symptoms

After applying PUM 41, users go to the Approval tile and see an extra, blank row appearing on the left panel. This is happening regardless of how many transaction categories are in the list. 
This issue only looks to affect PeopleSoft HCM, as the blank row does not appear when checking the Approvals Tile in FSCM or ELM systems.
