Some Benefits Administrators Are Not Receiving Expected Notification Emails (Doc ID 2884210.1)

Symptoms

Some employees with Benefits Administrator Role on their Security User Profile are not receiving notification emails that others are receiving, such as notification of uploaded documents to be approved.

Steps to reproduce the issue:

     1. Employee uploads document which must be approved in Life Event or Open Enrollment.
     2. Employee saves the document.
     3. Check with all individuals who have the Benefits Administrator Role on their Security User Profile to determine if they have received a notification of that document to be approved.
