E-WL: After Applying the WebLogic July 2021 CPU Patch or Higher (Until WebLogic April 2022 CPU Patch), When the Web Server Is Started, OPatch Is also Being Executed (Doc ID 2884344.1)

Symptoms

After applying the WebLogic July 2021 CPU patch or higher (until WebLogic April 2022 CPU patch), when the web server is started, OPatch is also getting executed. That causes unnecessary resource utilization.

The issue can be replicated with the following steps:

1- Install the WebLogic July 2021 CPU patch or higher (until WebLogic April 2022 CPU patch)
2- Start PIA, either using psadmin or from command line.
3- Observe, in the PIA WebLogic log file, that, when the webserver is started, OPatch is also run.
    That can also be verified, on the Linux box, by using command ps -ef|grep Java. It will show opatch being executed.
