Symptoms
Fluid Payable Time Summary page is not displaying scroll bar to view full page on Mobile Device.
Steps to replicate the issue:
1. Login as Employee on mobile device
2. Navigate to ESS -> Time -> Payable Time Detail
3. Review the detail and try to scroll the page
