E-FLUID: Careers View All Jobs Page Loses Banner and Navigation on Mobile Device When There is no Posting Job

Symptoms
The banner appears correctly on the main Careers page and other navigation on a mobile device except for the View All Jobs option. It is dropped from the page. This happens when there is no posting jobs.
The issue can be reproduced at will with the following steps:
1. Navigate to PeopleTools > Search Framework > Administration > Deploy Search Index
Undeploy and redeploy search definition HC_HRS_JOB_POSTING
2. Navigate to Careers page, View All jobs
There is no job listed
2. Access the application from mobile device
Navigate to Careers, click "View All Jobs"
The banner and navigation is lost
