Unable to Add a New Effective Dated Row on the Visa/Permit Page Unless in Correction Mode. (Doc ID 2885297.1)

Symptoms

When user attempts to add a new effective dated row in Update/Display mode , user gets an error 'Cannot change current or history record unless in Correction Mode' on Visa Permit Data page.


The issue can be reproduced at will with the following steps:

1. Campus Community > Personal Information > Identification > Citizenship > Visa Permit Data
2. Search an existing ID
3. Click on Update/Display Button then 
4. Add a New Row with Current Effective Date .
5. Click Save.
