EAP: Unable to Create SAM Supplier If DUNS Number Not Populated on the Maintain SAM Entities Page, Receive Error - Highlighted Fields are Required. (15,30) (Doc ID 2886108.1)

Symptoms

As of April 4, 2022, the System for Award Management (SAM.gov) website is no longer populating the DUNS_NUMBER on the SAM File.

Users are unable to create a SAM Supplier from the Main SAM Entities > SAM Entity Create page since the DUNS Number is blank. When click on Create, receive an error.

Even though the DUNS_NUMBER will no longer be populated on the SAM File, unable to create SAM Supplier since the system is requiring the DUNS Number to be populated.

STEPS
1. Navigate to Set Up Financials/Supply Chain > Install > Installation > Federal Processing Options
2. Check the boxes for (1) Enable SAM, (2) Suppliers, and (3) Use Taypayer Name for Alternate Withholding
3. Navigate to Suppliers > System for Award Management > Load SAM File
4. Run Load SAM File to load a SAM File for a UEI and the DUNS_NUMBER is blank
5. Navigate to Suppliers > System for Award Management > Inquire SAM File Load
6. Verify that the file loaded from Step 4 has File Status = Loaded
7. Navigate to Suppliers > System for Award Management > Maintain SAM Entities page
8. Display the UEI loaded from Step 4
9. Verify the DUNS Number is blank
10. Click Create Supplier
11. Click Yes to the question about the Parent UEI does not exist
12. On the SAM Entity Create page, populate the Supplier SetID and Supplier ID
13. Click Create
14. Click Yes to "Are you sure you want to create this supplier?"
15. Click OK
16. Above error is received
17. Click the Return to Federal Agency Inquiry link
18. DUNS Number field is highlighted since it is blank
