'No matching buffer found for level. (15,26)' Error When Accessing Previously Modified Run Control on Adjust Pell Budgets In Batch (Pell Budget Adjustments) Component

Symptoms
When choosing a record on the search component for the Adjust Pell Budgets in Batch (Pell Budget Adjustments) run control component, the following error occurs:
The error will occur when accessing a run control that had one or more of the parameters - institution, aid year, or career - modified. The error will not occur when using a newly saved run control for the first time, or using an existing run control that has never been modified.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Budgets > Assign Budgets > Adjust Pell Budgets in Batch.
- Add a new run control value and save.
- On the same existing run control, change the aid year, which will also require re-entry of the career, then save.
- Navigate out of the component, then back, and choose the same run control. Note the 'No matching buffer found for level. (15,26)' error message.
