The Source Tax is Calculated Incorrectly for an Employee that is Hired - Terminated - Rehired in the Same Year with Aperiodic Salary

Symptoms
When an employee is hired, terminated, and rehired in the same year with an aperiodic salary in the first part of the year, the source tax is calculated incorrectly.
Steps to replicate the issue:
For the May 2021 Payroll, the value of the accumulator CH_TX_04_YTD should be 5000 and not 0.
1. After June 2021 Payroll is finalized, navigate to Workforce Administration > Job Information > Job Data and perform the following actions:
-> Hire an employee with an effective date of 01/01/21
-> Terminate the employee with an effective date of 01/03/21
-> Rehire the employee with an effective date of 01/05/21
2. Navigate to Global Payroll & Absence Mgmt > Payee Data > Assign Earnings and Deductions > One Time (Positive Input) and fill in 2 positive input periods in January and May on earning CH_ER_14100.
3. Navigate to Global Payroll and Absence Management >Absence and Payroll processing >Calculate Absence and Payroll and calculate the July 2021 Payroll with trace (All element option = Yes).
Notice that the value of the accumulator CH_TX_04_YTD is incorrect.
