Late Fees SFPLATFE.CBL Process Fails with Error: 14835,54 Unable to Read Late Fee Record (Doc ID 2886741.1)

Late fees SFPLATFE.CBL  is not being calculated and posted.

COBOL trace reveals an invalid fetch on SFPLATFE_S_LATEFEE  in the PS_LATE_FEE_TBL followed by an insert of error

 
The issue can be reproduced at will with the following steps:
1.Student Financials > Charges and Payments > Late Fees > Process Late Fees
     Set the run control to calculate late fees for a single student.  

     Populate an emplid number that has a past due balance.

     Populate the late fee code and click RUN
