Symptoms
Users with view access to a Kibana dashboard are able to save queries on the Kibana Dashboard's that are visible to other users as well.
This issue can be reproduced at will with the following steps:
1. Navigate to Reporting Tools -> Kibana in PIA.
2. Open any dashboard.
3. Try to create a filter, query and then save it.
