Symptoms
Pay results are not returned for STUDENT LOAN when STC PAYEE and Student Loans Rates are entered
Steps to reproduce the issue:

The issue can be reproduced at will with the following steps:
1. Add an effective dated tax record
Navigation: Global Payroll & Absence Mgmt > Payee Data > Taxes > Maintain Tax Data NZL
2. Run the payroll for the employee with Element Resolution activated.
Global Payroll & Absence Mgmt-->Absence and Payroll Processing--->Calculate Absence and Payroll
