Cannot Use Row Level Security on Create Contract Alert Workflow (Doc ID 2888793.1)

Symptoms

When using Procurement Contracts -> Create Contract Alert Workflow without Supplier Contract Management clicked ON in Setup Financials/Supply Chain -> Install -> Installation Options -> Products the Set ID field is not available for use.  The SETID field is necesary as Row Level Security is turned on and users should not be able to access all SetIDs.

1) Go to Setup Financials/Supply Chain -> Install -> Installation Options -> Products and uncheck Supplier Contract Management

2) Go to  Procurement Contracts -> Create Contract Alert Workflow - see that the SetID is not available for use.
