E-CLOUD: CM Application Cannot Be Accessed Online, OCI Instance Status Shows Warning Message "Recent Infrastructure Issue" (Doc ID 2889061.1)

The CM (Cloud Manager) application cannot be accessed online through a browser.

When verified in OCI (Oracle Cloud Infrastructure) console, the instance status shows a warning message saying 'Recent Infrastructure Issue'.

The issue can be reproduced at will with the following steps:
1. Try accessing the CM instance application through a browser, unable to connect.
2. Check the CM instance status in OCI console.
3. Notice that there is a warning for the instance.
