E-SEC: Password Controls Not Updating FAILEDLOGINS Field on PSOPRDEFN for Local OPRID (Doc ID 2889577.1)

Symptoms

Using PT 8.59 version, Security - Password Controls are not Updating FAILEDLOGINS Field on PSOPRDEFN for OPRID:

Password Controls are setup however when failed login attempts are made there is no update to the FAILEDLOGINS Field on PSOPRDEFN for OPRID.


The issue can be reproduced at will with the following steps:
1. Attempt to login to HCM 9.2 application with an incorrect password for a local OPRID.
2. Authentication fails.
3. The Password Controls do not increment the Failed Logins in the database.

Running a Trace while attempting to authenticate with a bad password results in the following:
