E-PC: GetLine(), GetString() Cannot Read CSV Files Properly in SJIS Format (Doc ID 2890286.1)

Symptoms

When GetLine() or GetString() is used to read CSV files in SJIS format, the output file includes some garbled character and some lines are sometimes omitted.

Replication Steps:

The issue can be reproduced at will with the following steps:
1. Open a file with GetFile()
2. Execute GetString() or GetLine()
3. Put a buffer content into a text box.
4. A part/parts of the file content gets garbled and/or omitted.
