Transcript Error When City has Accented Character as First Letter - Remote Program SRPCTDRV Failed with Return Code 9976 (Doc ID 2892156.1)

Symptoms

When attempting to run a transcript where the first letter of the name of the student's city starts with an accented character. (ex: Évangeline), the following error occurs:



The issue can be reproduced at will with the following steps:
1. Locate a student who city starts with an accented character
2. Navigate to Records and Enrollment -> Transcripts -> Transcript Request
3. Run the transcript and note the error thrown
