E-SEC: Portal Security Synch Process - PORTAL_CSS Does Not Process Component Security Ahead of Links Security (Doc ID 2894164.1)

Symptoms

Portal Security Synch process (PORTAL_CSS) does not process Component Security ahead of Links security. As a result, forced to run the process twice, each time to get the correct permissions lists for the Component Links.

The current Portal Security Synch process tries to determine Portal permission lists associated with Component and their associated links-in random order. The process should first determine the Security Permissions for the Components and then the Component Links.

The issue can be reproduced at will with the following steps:

1. Run Portal Security Synch using doc ID: 624004.1
2. Does not process Link security and process only initial component security.
