When Priority is Changed on Fluid eProcurement Requisition,Item Stays on Cart even after Submitting Requisition. (Doc ID 2895196.1)

When creating a requisition, submitting it and then going back to edit the requisition's priority and submitting again, the item remains in the cart.

The issue can be reproduced at will with the following steps:
1. Create a fluid requisition and submit.
2. Open the requisition from my requisitions tile for editing .
3. On check out page change Priority and save and then submit requisition .
4. Now go to create requisition page again and notice that item still remains in cart .
