EAP: Voucher Header Attachment Page Shows the Fields of User, Name, and Date/Time Stamp Populated Even Though No File Attached to Voucher / Voucher Attachment Row is Added to PS_AP_VCHR_ATT (Doc ID 2895925.1)

Symptoms

When saving a new Voucher with no Attachment, a row is still being added to the table, AP_VCHR_ATT. So, if the Voucher is re-displayed, the Voucher > Invoice Information page will show Attachments (0), which is correct since no file is attached to the Voucher. However, if the User clicks the Attachments (0) link and accesses the Voucher Header Attachment page, the fields of User, Name, and Date/Time Stamp are populated.  This information confuses the Users because they think a file should be attached since the fields of User, Name, and Date/Time Stamp are populated.  However, there is no File link displaying in the File Name field.

STEPS
1. Navigate to Accounts Payable > Vouchers > Add/Update > Regular Entry
2. Add a new Voucher
3. Do not add an attachment -- The Attachments link on the Voucher > Invoice Information page will show Attachments (0)
4. Save the Voucher
5. Re-display the Voucher
6. On the Voucher > Invoice Information page, will see the Attachments (0) link
7. Click the Attachments (0) link
8. On the Voucher Header Attachment page, the fields of User, Name, and Date/Time Stamp are populated but there is no File link displaying in the File Name field
