Student Advisor Assignment Process SSR_STAD_ASG Does not Assign Advisor to any Students When Run in 'Assign' or 'Re-assign ALL' Mode After Previous Successful run in 'Un-assign ALL' Mode (Doc ID 2896075.1)

Symptoms

If the Student Advisor Assignment Application Engine process is run successfully using mode 'Un-Assign ALL', running the process again in 'Assign' or 'Re-Assign ALL' mode results in no advisors assigned. There is no error message indicating why the advisors were not assigned as expected. 

The process is expected to assign the advisors based on the queries used to select the advisors and/or students. The queries are verified to return results when run stand-alone.  

The issue can be reproduced with the following steps:

1.  Navigate to Records and Enrollment -> Student Background Information ->Student Advisor Assignment.
2.  Populate the parameters, including mode 'Un-assign ALL' and select students by PSQuery on the Setup tab, and run the process.
3.  Verify that the process was successful in un-assigning all the students.
4.  Repeat step 2 using the same query (verified to return results when run in query manager) and mode 'Assign' or 'Re-assign ALL'. 
5.  Verify that no students/advisors are assigned.
