Getting error message when adding the Create Requisition link to a Navigation Collection then trying to create a requisition from the Order sheet fluid tile

The issue can be reproduced at will with the following steps:

1. Navigate to : PeopleTools > Portal > Portal Utilities > Manage Navigation Collections , Search for "Order Sheet Processes" and press on Edit.
2. Press on Add Link then add the Create Requisition.
3. Save the page then press on the Publish tab to Publish the Collection.
4. Navigate to Home page > Press on the Order Sheet Processes > press on Create requisition tab.
5. Getting error message.
