Data Rows Not Deleted From PV_ATTACHMENTS Record Even After Deleting Direct Deposit Transactions.

Symptoms
Attachment lines from PV_ATTACHMENTS record are not deleted after a Direct Deposit with an attachment is deleted.
The issue can be reproduced at will with the following steps:
1. Create a Deposit with 1 payment and an attachment ,save .Navigation: Accounts Receivable -->Payments-->Online Payments-->Regular Deposit.
2. Run sql select query on records PS_PAYMENT_WS_ATT and PS_PV_ATTACHMENTS,confirm data row for attachment exists .
3. Delete deposit by clicking on "Delete Deposit" on Regular Deposit page.
4. Run sql select query on records PS_PAYMENT_WS_ATT and PS_PV_ATTACHMENTS,notice data row for attachment is deleted from PS_PAYMENT_WS_ATT ,but NOT from PS_PV_ATTACHMENTS.
