E-COB: Getting 'CONNECT FAILED' and 'SQLRT: Unable to connect to database' Errors when Running PTPDBTST or Sample Cobol Test Program in PT8.59.12

Symptoms
After upgrading to the latest PeopleTools 8.59.12, the Sample Cobol test program fails with the error shown below. Cobols have been recompiled and relinked using Visual Cobol 6.0 in PT8.59 without any issues. This was working prior to the upgrade from PT8.56 and Visual Cobol 4.0
Sample Environment
---------------
PeopleTools: 8.59.12
Visual Cobol 6.0
Oracle Linux 7
Oracle DB 19C
Sample replication:
1. Navigate to PeopleTools > Process Scheduler > Schedule Process Requests
2. Click Run.
3. Select both the Sample Cobol Test Program and PTPDBTST
4. CLick OK.
5. Click the Process Monitor link
6. The cobol programs fails with Error status.
