Symptoms

Application Server is constantly restarting and stdout File (<ps_cfg_home>/appserv/<domain>/LOGS/stdout) shows:

 

Changes

Issue is observed after upgrading to Oracle 19c database, using Oracle Client 19.12.0.0 or higher.
Issue is not observed if using Oracle Client 19.3.0.0.
