Symptoms
When adding a user with a special character as a project manager for program projects, gives an error.

Name Field Format Error
Replication Steps:
-----------------------
1. Add a new project with the program check box checked. Navigation - Project costing - project definition- General information.
2. Goto the Manager tab and try to insert the manager name which has commas and brackets in a name like "xx,yy(xxyy)".
3. The error will pop up.
