Can Patch 34211468 Only be Applied to Environments on PUM Image 26? (Doc ID 2897422.1)

Goal

Peoplesoft Release Patchset (PRP) <Patch 34211468>-DIRECT LOAN ATTENDANCE COST: OVERRIDE FUNCTIONALITY AND UPDATE DETERMINATION LOGIC was delivered between CS 9.2 PUM Images 26 and 27.

Can this patch only be applied to environments that have been updated to Image 26? For example, if a school has updated their environments only through Image 25, and the plans to upgrade to Image 26 were weeks or farther into the future, can this patch still be applied to the Image 25 environments?
