Pell COA and Pell LTHT Fields on Student Budget Maintenance are not Correctly Increased for Terms with FA_LOAD <> 'N' When Re-Budgeted the First Time with Other Terms Updated to FA_LOAD = 'N' (Doc ID 2897814.1)

Symptoms

A student is originally budgeted and enrolled in all terms in the award period. The enrollment is reflected by FA_LOAD <> 'N' on the current Financial Aid Term (FA Term) record, for the terms, which could include projected enrollment in a future term(s). All terms but the first one are subsequently rebuilt or updated to FA_LOAD = 'N'.

If both or all terms are then re-budgeted together, such as on the Create Student Budget component, the results the first time are not as expected, with the enrolled term Pell amounts remaining unchanged. The expected result is to see the student's entire annual Pell budget assigned to the one remaining enrolled term.

The correct result is obtained if the student is re-budgeted a second time, however it's expected that the results should be correct the first time, and not require all such students to be re-budgeted an extra time.

The issue can be reproduced at will with the following steps:

  1. Identify a student budgeted for all academic terms (e.g. fall/spring) and built on FA Term with fa load <> 'N' for all terms.
  2. Navigate to Financial Aid > Financial Aid Term > Maintain Student FA Term > Acad Level, and set the Financial Aid Load to 'N' on the spring term (or winter and spring if on a quarter schedule).
  3. Navigate to Financial Aid > Budgets > Create Student Budget > Create Student Budget, add a row for each term, then click 'Build Budget' then 'Move Budget' to re-budget both or all terms at once. 
  4. Navigate to Financial Aid > Budgets > Maintain Term Budgets > Student Budget Maintenance and note the one enrolled Pell amounts did not increase.
  5. Repeat steps 3-4, and note this time the enrolled term Pell Amounts did increase as expected.
