Symptoms

After migrating to PeopleTools (PT) 8.6x, PT 8.59.11+, or PT 8.58.20+, Excel uploads going through xmllink fail.
The Excel Billing Interface upload returns Error 1 below, while performing the Excel Journal Import through
xmllink (e.g. using JRNL1.xls/.xlsm spreadsheet) returns the second error (Error 2) below.

Error 3 below is seen when performing the xmllink "browser test" (http(s)://<PIA_web_server>:<port>/xmllink/<ps_site_name>/).

Error 4 occurred when a custom integration was used.
A third party sent journals via an Http Post through xmllink, and included the user credentials in the URL.

Steps to reproduce:

1. Apply the PT 8.58.20 (or PT 8.59.11+ if on PT 8.59) or a later patch, or upgrade to PT 8.6x.
2. Open the Excel upload spreadsheet being used.
3. Enter the connection information, add test data, and upload.
3. Observe one of the sets of errors shown above.

Changes

Upgraded to PT 8.6x.
In the case of PT 8.59 environments, the PT 8.59.11 or a later patch was applied.
In the case of PT 8.58 environments, the PT 8.58.20 or a later patch was applied.
