Symptoms

Onboarding New Hire cannot submit Consent for RL1/RL2.

Steps to reproduce the issue

1. Navigate to Employee Self-Service > Onboarding Activities > Consentement RL1/RL2 fluide.
2. Receive the message : You are not eligible to submit a RL-1/RL-2 Consent Form.
