E-TR: When Trying to Open the Competency Tree, it is Failing with the Error "Cannot Get Tree (92,3054) The system cannot get the tree from cache or the database."

Symptoms
After upgrading PeopleTools version 8.55 to PeopleTools version 8.58/8.59, the following error occurs when attempting to open Competency tree:
The issue is specific to only Financial application and Linux application servers.
"Cannot Get Tree (92,3054)
The system cannot get the tree from cache or the database.
This may be because:
1. The tree does not exist - check that the tree keys are correct.
2. The tree is branched - check that the tree key parameters include the branch name.
3. Invalid cache - delete your cache files.
4. An internal system error."

The issue can be reproduced at will with the following steps:
1. Navigate to Tree Manager > Tree Manager Open the tree Manger page.
2. Search by Tree name: "Competency".
3. Open the Tree.
4. The error occurs.
