E-Fluid: Fluid Popup Message Box Hover Label Shows Information in English even if the Login Language is CFR. (Doc ID 2901165.1)

Symptoms

The CFR hover labels for the pop up messages when we click on the delete button of grid it is showing in English.

Steps to Reproduce the Issue:

The issue can be reproduced at will with the following steps:

Test Case:1
1. Login to PeopleSoft using CFR language.
2. Open any existing Travel Authorization in the Fluid Travel Authorization page.
3. Click on -(Minus) sign on the existing line to see the message box with OK and Annuler button.
4. Hover the mouse over Annuler and it shows Cancel(Enter)

Test Case:2

1. Login to PeopleSoft using CFR language.
2. Open eProcurement > Create Requisition fluid page, add an item and checkout
3. Open the Page distribution and add a line
4. Click on -(Minus) sign on the existing line to see the message box with OK and Annuler button.
5. Hover the mouse over Annuler and it shows Cancel(Enter)
