Symptoms

When attempting to run the Create Extract process for HESA reporting, the process errors. The SSR_HE_DATA output file displays the error, which begins with the following line, followed by more detail on the full statement that is erroring:

The issue can be reproduced at will with the following steps:

1. Navigate to Records and Enrollment > HESA Reporting > Extract Processing > Create Extract and run the process
2. Click link to Process Monitor and note when the process ends in Error or No Success.
3. Click Details link for the instance, then the link that says 'View Log/Trace', then the link to the output file in the file list, and note the error in the file.
