ELM 9.2: From Administer Class Roster, Learners Appear on the Component Page but not on the Class Roster Page

Symptoms
From Administer Class Roster, Learners appear on the Component page but not on the Class Roster page.
The issue can be reproduced at will with the following steps:
1. Log in as an Administrator
2. select Talent Administrator tile, click Enterprise Learning tile > Learner Tasks > Administer Class Roster, then Component page.
3. search for a Learner using the filter EMPLID or Confirmation number, results are returned.
4. then, click Class Roster page and search for a Learner using the filter EMPLID or Confirmation number, no results returned.
