APT Request Process Fails if Program Format Does Not Meet a Specific Structure

Symptoms
Adding and planning of APT items using the APT request process fails if program format does not meet a specific structure.
If the first (or subsequent) node in a program format after a PRG item is not configured as a planning node, the APT planning process will fail.
The actual item which is a planning node is not added to the APT . Where if the process continues to item planning, the planning node is picked up to be activated
Steps to reproduce:
1. Navigate to Record and Enrollment -> Program Enrollment -> Program Format and Create a program format that consist of PHASE item (1), which is NOT a planning node. YEAR item (2) which is the EQT (equates to term) node And thus the planning node.
2. Navigate to Enrollment and Records -> Program Enrollment -> APT -> APT request to create the request
3. The APT request is created.
4. Note that the node is not added to the APT at all.
The code logic shows that it stops adding items (even if the log is mentioning it) when an item is encountered where:
Parent is PRG
Not a planning node; which in this example is the PHASE item.
