Descriptions on Fluid Requisition pages are in English Language when users use French Language (Doc ID 2901786.1)

Symptoms

Descriptions on Fluid Requisition pages are in English Language when users use French Language 

The issue can be reproduced at will with the following steps:
     Login French Environment
          a. Requisition Page 
               1. On Home Page, click eProcurement > Create Requisition Tile
               2. Enter Requisition Name : The watermark says "Enter a requisition Name"
               3. On item catalog page, the water mark of the search keyword is "search". “Search” should be “Recherche”
               4. The lookup page (PT_PROMPTPAGE) for the lookup fields display the header as "Lookup". It should be “Recherche”
               Lookup Fields : Supplier ID, Location, Currency, Unit of Measure, GL BU, etc.,
          b. My Requisitions
               1. On Home Page, click eProcurement > My Requisitions
               2. Edit one of the requisitions
               3 The Title of the window says "Edit Requisition". It should be “Modification demande achat”
               4. On Shopping Cart page
               The text “for Requisition ID” should be in French Language “pour la demande d’achat ”
               5. Go to Checkout page. It says Checkout for Requisition ID. It should be “Vérification demande achat”
               6. On Home Page, click eProcurement > My Requisitions
               7. Click Details of the Requisition
               8. Select View Requisition Header comment/Attachments
               9. Header Details and Comment 1 displayed in English
               10. Select PO inquiry
               11. The page header shows "PO Inquiry"
