ELM 9.2: Not Able to Create an External Learner with User ID from HCM

Symptoms
Not able to create an External Learner because the prompt table for User ID does not contain any values from User ID(s) from HCM.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > User Profiles > External Learners and select "add new value"
2. The User ID lookup table does not contain the user ID of the External Learners
3. Then, navigate to PeopleTools > Security > User Profiles and search for the User ID, the User ID exists and has roles assigned.
