Disabled MULTI_COMMENTS Role Action Does Not Remove The Functionality From The Create Requisition Pages in Fluid (Doc ID 2903203.1)

Goal

In the fluid create requisition pages,users are able to add attachments at header level and even add Ship To comments and attachments. There is a role action,MULTI_COMMENTS, which appears to affect this. After disabling the role action, user can no longer add multiple comments, but is still able to add attachments and ship to comments. How to disable this functionality fully?
