HCM: Process Direct Reports Tables Build (AE HR_DRPT_BLD) Does Not Complete for All Access Methods

Symptoms
After upgrade to HCM 9.2 PUM #36, when run the Process Build Direct Reports for full rebuild mode, AE HR_DRPT_BLD App Engine Process runs and stops.
Steps to reproduce the issue:
1. Navigate to Set Up HCM > Common Definitions > Direct Reports for Managers > Direct Reports Tables Build
2. Run AE HR_DRPT_BLD with Build Mode - Full - Complete Rebuild and Access Method-All Access Methods
3. Process HR_DRPT_BLD appears to stop, but a SQL statement is executing, continuously in AE HR_DRPT_BLD.4ByPosn.GBL.default.1900-01-01.Step02f.OnExecute.
