ETL 9.2: PSAPPSRV Processes Occupying Full Server Memory (Approx 5gb) when TL_QUICK_FILL_FLU Component is Accessed

Symptoms
On : 8.59 version, Application Server / HCM 9.2 PI 39
PSAPPSRV services consume large amounts of memory per service causing resource shortage.
PSAPPSRV services will not consume such huge memory as 5GB. They will generally be Hundred's of MB's.
PSAPPSRV memory consumption is extremely high and goes beyond 5GB per service. Initially, it starts fine for some time, and suddenly it touches 5GB.
Time and Labor component is used widely and When User navigated through TL_QUICK_FILL_FLU, found memory increase from 1G to 5G within seconds.
Steps to Replicate:

- Login to Peoplesoft and access the component TL_QUICK_FILL_FLU (Employee Self Service > Time (tile) > Timesheet > Setup Quick-Fill). It consumes full memory and particular psappsrv process.
- logout and re-login and this time again Another session consume same amount of memory
- This goes until server run out of memory and hang.
