ISIR File Load Error When Running for 2024; FAPSAR00 Log Shows 'Return Code: 00805', 'ORA-00001: unique constraint (SYSADM.PS_SFA_NAC_BREQ) violated'

Symptoms
When running the ISIR File Load COBOL process, FAPSAR00, for Aid Year 2024, the process ends in error with the following messages displayed in the log file:
The issue happens specifically when the same student is processed a second time in the same process instance - such as when two separate transactions, for the same student, were loaded to staging in two different queue instances that are both selected to be processed in the same process instance.
The issue does not occur if every student is processed only one time during the process instance, and/or when two or more transactions for the same student are processed separately in different runs of the process (process instances).
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > File Management > Import Federal Data Files > FA Inbound and run the process to load the ISIR files to staging. To replicate the issue, the queue instances loaded to staging must contain at least two transactions for the same student (for at least one student).
- Navigate to Financial Aid > File Management > ISIR Import > Process ISIRs > ISIR File Load and run the process to process all queue instances loaded to staging in step 1.
- Click link to Process Monitor and note when the instance ends in Error status.
- Review FAPSAR00 .log file (found in the file list, within the link that says 'View Log/Trace, in the lower right of the Details link for the process instance), and note the error message.
Changes
The issue occurs after applying the 2023-2024 AID YEAR UPDATES FOR ISIR, delivered originally in (PRP) Patch 33234548 and now in the latest CS 9.2 PUM Image starting with Image 27.
