Offboarding Handler is not Triggered Automatically When Terminate the Employee

Symptoms
When termination row added in Job Data, OffBoarding handler is not triggered automatically and Offboarding role not assigned to the employee.
The issue can be reproduced at will with the following steps:
1. Navigate to Job Data and Add termination Job row.
Navigation: Workforce Administration > Job Information > Job Data
2. Verify the roles in employee's User profile.
Navigation: PeopleTools > Security > User Profiles > User Profiles
3. Observe that 'Offboarding Employee' role is not assigned.
