E-WF: Emails are Getting Sent but Approvals are not Saved to the Database (Doc ID 2904698.1)

In the sample site, Exchange Server is experiencing issues resulting in delays in sending emails. As a result, while Approval emails eventually gets sent later on, the Approvals are not saved.

The issue can be reproduced at will with the following steps:

1. In PeopleSoft, try to create a PTO approval request.
2. Observe that Approvals can not be submitted.
