When the HIPAA 834 File Includes Multiple Plan Types, Group Numbers for Employees Enrolled in Only One Plan Type Are Included in Loop 2000 Instead of Loop 2300

Symptoms
Two Health Plan Types have the same vendor but the Group Numbers are different. In the HIPAA 834 File created for this vendor, for employees who are enrolled in both Group Numbers, the Group numbers are written in their respective rows for each Plan Type in Loop 2300; however when an employee is only enrolled in one of the Plan Types, the Group Number is included in Loop 2000 instead of Loop 2300.
Steps to reproduce the issue:
1. Enroll employee in a Medical Plan but not a Dental or Vision Plan provided by the same vendor (Navigation: Benefits > Enroll in Benefits > Health Benefits).
2. Run the Benefits Snapshot process (Navigation: Benefits > Interface with Providers > Refresh Benefits Snapshot).
3. Run the Create HIPAA 834 File process (Navigation: Benefits > Interface with Providers > Create HIPAA 834 File).
4. Review the HIPAA 834 file produced and see that the Group Number is in the wrong section of the file for this employee.
