Approval Information Is Missing In Review Transactions Page If Submitter , Approver Is Same For Position Management (Doc ID 2905195.1)

Symptoms

Approval information does not appear in Review transactions page if the submitter and approver is same for position management.

Steps to reproduce the issue:
---------------------------------
1.User has the ability to create and submit the position data transaction.
  Workforce Administration > Position Management Tile > Manage Position Tile > Create Position and Submit
 
2. When the same user uses the Review Transactions menu item to find their Pending transactions the above does not appear as Pending for them.
  Manager self service > Review Transactions > Search for the transaction submitted
