Job Data Additional Assignment added with EfftDt before the Job Data Hire Date which is incorrect.
Steps to reproduce the issue:

1. Add additional employment instance for the employee
Main Menu > Workforce Administration > Job Information > Add Employment Instance
2. For the employee instance added above, add additional assignment and mention effdt less than the hire date of this empl rcd , Was able to save
Main Menu > Workforce Administration > Job Information > Add Additional Assignment
