E-QRY: CSV Output With Negative Amounts Have Leading Apostrophe

Symptoms
Query HTM results to CSV output show a single quote in the front of any negative numbers in the resulting output for a particular Query
The issue can be reproduced with the following steps:
1. Navigate to PS Query
2. Select a query which will output negative amounts > Click Run to HTMLnext
3. After results generation > click on CSV Text File. (notice the negative numbers in the columns)
4. Observe Columns with negative amounts have an ' apostrophe in the front. This did not happen in
PT8.55.16 but does happen in PT8.58.13. For example "-541273.72" Appears on the CSV as" '-541273.72 ".
