ELA: Performance Issue While Activating a Payable Lease After Upgrading to PUM40.

Symptoms
After upgrading to PUM 40, Performance issues were observed while activating the lease in the upgraded environment. Previously it was taking around 5 to 6 secs in non-upgraded instances to activate a lease, now it is taking around 30 secs in the upgraded environment based on the data.
Steps:
1. Create a new payable lease.
Menu > Lease Administration > Payable Leases > Create a New Payable Lease.
2. Classify the leased asset as operational.
3. Add Base rent and allocate the lease payments.
4. Activate the Lease.
